M.S.P Operations
In the past the farmers are facing problems to get remunerative prices to their produces due to globalisation and privatisation. In order to ensure Minimum Support Price to the farmers, the Central and State Governments are taking up Price Support Operations in the country by purchasing the Agricultural produce from the farmers directly at the Government notified Minimum Support Prices, to protect the farmers from the exploitation of Millers and Traders and to ensure the stability of production. The Government of India will fix and communicate the MSP to all the Agricultural commodities before commencement of Marketing Season every year, on the recommendations of Agriculture Price Commission.
During 2000-01 marketing season the farmers of A.P. faced serious problems for marketing their Paddy and Maize. In order to help the farmers, the Govt. of A.P., after series of meetings with the officers of State and Central Govt. and also studying the procedures being adopted in different States in particular in the Punjab State evolved a comprehensive programme to ensure MSP to the farmers and the Govt. is issuing Operational guidelines in the beginning of Marketing year to ensure MSP to the farmer and to avoid distress sales. The salient features of the operational guidelines are summed up here The following three strategies are devised to ensure MSP to the farmers.
Guidelines for the Purchase Of Paddy
1. Classification of Paddy: The basis of classification of paddy will be on physical dimensions as in vogue since
1979-80 marketing season i.e., length and breadth ratio
The paddy is classified in to two groups namely Grade A and Common ( Except scented varieties ).
Grade A : Varieties having length /breadth ratio of 2.5 and above will be classified as Grade A.
Common : Varieties having length /breadth ratio below 2.5 will be classified as Common.
2. Fixing Of Purchase Centre: The District Collectors are authorised to identify the places to establish Paddy procurement centres, where farmers are not getting MSP. The paddy procurement centres may be opened at Agricultural Market yards or at any other places which are convenient to farmers to bring their produce for sale.
3. Analysis and Grading of Paddy: The paddy shall be sound merchantable condition, dry, clean, wholesome of good food value, uniform in colour and size of grains and free from moulds, weevils, obnoxious smell,Argemone maxicana,Lathyrus, Satvus (Kesari) admixture of deterious substances
