INTRODUCTION

The Andhra Pradesh State Civil Supplies Corporation Limited has incorporated in the year 1974 as a Limited Company under the Companies Act, 1956. The share capital of the Company is fully contributed by the Government of Andhra Pradesh with an authorised share capital of Rs.10.00 crores and Paidup capital of Rs.3.00 crores.

The Chairman and the Board of Directors will be appointed by the Government from time to time. The Vice-Chairman & Managing Director is the Chief Executive of the Corporation. At the Corporate Office, he is assisted by four General Managers, one Executive Engineer and 5 Managers. The Corporation is having its District Offices in all the Districts in the State. The Joint collectors are the Ex-Officio Executive Directors of the Corporation in the districts. The District Managers are the head of the District Offices. Apart from District Manager at district level, there 8 Zonal Managers Offices headed by Zonal Managers at Visakhapatnam, Kakinada, Vijayawada, Kadapa, Kurnool, Nalgonda, Karimnagar and Hyderabad. As per the Memorandum of Articles of Association, the main objective of the Corporation is as follows:

To engage in, promote, improve, develop, counsel, finance, production, purchase, storage, process, movement, transportation, distribution and sale of food-grains and food-stuffs and any other essential commodities and to establish laboratories for the purpose of ensuring quality control, to train personnel in the technique of quality control, to provide services and assistance of all accounts of the said purchases including capital credit, means, resources, technical and managerial services, advice and assistance.

Presently, the Corporation activities are to purchase, transport, storage, handling and distribution of foodgrains, levy sugar under Public Distribution System and also other Welfare Schemes, like Antyodaya, Annayojana, Annapurna, Mid-Day-Meals, Social Welfare Hostels, National Food for Work Programme, Sampoorna Rojgar Yojana, National Nutrition Mission, etc., procurement of paddy and maize under Minimum Support Operations as per the instructions of Government from time to time, Market Intervention Operations in Onions, Sonamasuri rice, Tamarind and Chillies as entrusted by the Government from time to time, Distribution of LPG as a Dealer of Oil Company under open market and also under Deepam Scheme at the identified places by the Government, wholesale distribution of kerosene under PDS at the places allotted by the Oil Companies and also distribution of free trade kerosene, running of MS & HSD Outlets at the places appointed by the Oil Companies.

The Right to Information Act provides more access to the information under the control of Public Authorities in order to promote transparent and accountability in the working of every public authority. In democracy, every citizen is supposed to be acquainted with the information about the functioning of the Corporation, being a Government Undertaking. It is also necessary that every citizen acquaint himself with the powers and duties of Officers and employees, procedure followed in decision making process and overall functioning of the Corporation to be made available to the public. Any citizen of the Country is entitled to get the information on the working of the Corporation from the State Information Officer and District Information Officer on request.

He is a Head of the Organization and exercise all powers for implementation of the activities entrusted to the Corporation by the Government from time to time. He will formulate plan for undertaking the activities in consultation with the State Government. He is having a knowledge of every activity of the Corporation. He undertakes inspection of Offices of Zonal Managers, District Managers and MLS Points. He also implements Government orders, circular instructions in administrative matters in the Corporation. His decisions are binding on all the subordinate officers and staff of the Corporation for effective implementation of the activities of the Corporation in pursuit of the objectives of the Government.

Vested with Full Powers.



Financial:

On the recommendations of the Government, he avails Cash Credit of RBI, apart from internal reserves of the Corporation and utilise the same for undertaking activities of the Corporation to be act upon by the Subordinate Officers for achieving effective functioning of the Corporation. He is an appellate authority for the decisions taken by the Zonal Managers and District Managers of the Corporation. He interacts with the FCI, Warehouse authorities concerned to the Corporation for day-to-day functioning of the Corporation.

General Manager (Finance)

He is responsible for finalization of accounts of the Corporation every year, utilization of funds of the Corporation as per the orders of the VC & MD, maintenance of Levy Sugar Price Equalization Fund and realization of the same from FCI, and also K.Oil PEF, payment of Incometax, Commercialtax, and other financial and accounts matters.

Issue of cheques for all payments after approval of competent authority.

General Manager (PDS)

Statutory:

He is responsible to lift commodities under PDS and Welfare Schemes within the validity period as per the allotment made by the State Government without any lapse. He is responsible for transportation of essential commodities from source point, storage of the same at various MLS Points and other godowns and distribution of the same to the F.P. Shop Dealers as per the allotment made by the District Collectors. He is responsible to review Physical Verification of stocks at the MLS Points done by the DMs/ZMs every month. He is responsible for calling Tenders for appointment of Transport Contractors for transportation of essential commodities under Stage-I from source point to MLS Points/godowns every year. He is also responsible for processing of the proposals received from the Districts for appointing Stage-II contractors and get it approved by the VC & MD. He is responsible for getting the margins fixed by Govt. of India in respect of levy sugar every year.

General Manager (Marketing)

He is responsible for supervising procurement of paddy under MSP Operations by the District Officers and custom milling of the same. He is responsible for procurement of maize and other commodities under MSP Operations, proper storage and disposal of the same. He is responsible for the functioning of LPG Outlets, Deepam Outlets, MS & HSD Outlets, wholesale kerosene oil outlets in the districts. He is responsible for procurement and distribution of commodities under Market Intervention Operations from time to time as per the orders of the Government. He is responsible for fixation of rent of MLS Point godowns, hiring of godowns for storage of commodities, Insurance of stocks, godowns, and Corporation assets.

General Manager (Admn. & Vig.)

He is responsible to process the disciplinary proceedings, misappropriation cases and take timely action for issue of final orders and also realization of the amount. He is responsible for processing the complaints and inspection reports received from Vigilance & Enforcement Department and others. He is responsible to obtain the confidential reports and annual property returns of the Officers and staff. He is responsible for deployment of staff to the needy districts as per the orders of the VC & MD. He is responsible to process the recruitment of staff and furnishing returns to Employment Exchanges. He is responsible for processing of Spl. Medical Reimbursement claims of Officers and staff. He is also a Vigilance Officer nominated by the VC & MD.

Zonal Managers

He shall check up Service Registers for verification of entries with reference to service entries, disciplinary proceedings, HBA/ Vehicle/ Computer / Marriage and medical advances / EL/HPL credits, etc.

He shall review the stage of misappropriation cases with reference to recoveries, persuasion with Govt. Depts.

He shall review the assets register, entries of all district Office assets. He shall review the persuasion of the disciplinary enquiries in districts.

He shall look into and authorise disposal of scrap and unserviceable items available in the district under his jurisdiction.

He shall look into the aspect of effective utilisation of various assets of the organisation.

He shall inspect and submit report on the condition of office vehicles available in the district under his jurisdiction. He shall conduct 100% PV of the MLS Points not covered by D.M.

He should review the report at Legal Metrology and Vigilance and Enforcement and send report to H.O.

He shall analyse the Deepam Scheme, MIO, etc.

He shall review the working of LPG, MS & HSD and Kerosene Outlets.

He shall review the working of Paddy / Maize Procurement Operations.

He should review the earnings of the RPDS Vehicles and send monthly report under his jurisdiction.

District Managers

He is responsible for overall activities connected to PDS and timely collection of drafts from the MLS Points completion of lifting, transportation and distribution of all essential commodities as per monthly allotments under various schemes communicated from HO and collector (CS).

He is responsible with regard to Market Intervention Schemes, Paddy Procurement Operations

He is responsible for lifting and transportation of commodities from FCI and sugar factories through Stage-I and Stage-II movement.

He is responsible to conduct Physical Verification of essential commodities at MLS Points every month.

He is responsible for monthly reconciliation with regard to financial and stock transportations of all MLS Points.

He is responsible all transactions at LPG Outlets, Petrol Bunks, Kerosene Outlets.

He is responsible hiring of proper godowns and maintenance of them and enter into agreements with concerned owners of the building.

Inspection of MLS Points, Procurement Centres, LPG Outlets, etc.

He shall assist the D.M. in all matters connected to finance and accounts and other subjects. He is responsible for all financial transactions drawal of monthly trial balance, finalization of annual accounts.

He is responsible to verify Bank Reconciliations regularly. He is responsible to settle stage-I and II transport bills. He is responsible for reconciliation of accounts at all MLS Points, LPG Outlets and Market Intervention Operation. He is responsible for judicious indenting of funds for HO and optimum utilisation of funds received as per the orders issued in this regard from HO.

He is responsible to inspect MLS Points in the District every month with regard to checking of quality of stocks and conduct P.V.

He shall assist the D.M. in all matters connected to transportation of essential commodities from FCI, Sugar factories checking of quality of stocks and attend to all items of work entrusted to him by the D.M. from time to time.

He shall supervise transportation of all commodities under Stage-I & II as per schedule and ensure proper distribution.

He shall inspect MLS Points in the District every month with regard to checking of quality of stocks and also conduct PV of essential commodities.

He shall also inspect LPG Outlets, Petrol Bunks run by the Corporation periodically and ensure the transportation and maintenance of the godown is in proper order.

He shall arrange preparation of all PDLS connected to stocks and arrange to furnish the same to District Manager as per the instructions issued in this regard.

He shall arrange reconciliation of stocks transactions of all MLS Points in the first week of succeeding month in DMO and ensure the stock accounts are tallied.

He shall attend to any other item connected to the DMO as instructed by the D.M.
